What is Neighborhood Planning?
Neighborhood planning is an opportunity for citizens to shape the neighborhoods where they live, work, own property, or manage a business. The neighborhood planning process addresses land use, zoning, transportation, urban design, and related neighborhood issues. The goal of neighborhood planning is for diverse interests to come together and develop a shared vision for their community. A neighborhood plan:
- Represents the views of all the stakeholders that make up a community
- Identifies neighborhood strengths and assets
- Identifies neighborhood needs and concerns
- Establishes goals for improving the neighborhood
- Presents specific recommendations to reach those goals.
How Will a Plan Help My Neighborhood?
Development of a plan will help a neighborhood in a number of ways. An adopted plan can:
- Describe clearly what the neighborhood wants accomplished
- Provide a framework for zoning and other land use decisions
- Give direction to the City regarding capital improvements appropriate for the neighborhood
- Offer residents and businesses the opportunity to create a clear picture of the type of development that is desired by the neighborhood
- Inform property owners and potential developers as to what businesses are needed and the types of development that will be encouraged.
- Provide guidelines for the design of new development so it will complement the existing neighborhood character.
Neighborhood Planning in the City of Chico
The City of Chico is undertaking several neighborhood planning efforts in partnership with neighborhood associations and other community members. Planning is currently underway or commencing for the Avenues Neighborhood and the Southwest Chico Neighborhood.
